rehabilitation of driveways, drive isles and parking areas at three (3) fire stations in the South
Lake Tahoe area. Request for Proposal documents, which includes the Request for Proposals,
Agreement, Scope of Work, Fire Station Locations, Technical Specifications, Contract
Documents, and other required Proposal Forms may be obtained at no cost by download from the
Lake Valley Fire Protection District’s website, https://www.lakevalleyfire.org.
Alternatively, Request for Proposal documents may be viewed at no charge at Fire Station
Seven, 2211 Keetak Street, South Lake Tahoe, CA 96150. Bids must be submitted in a sealed

Survey Information

Many of you received a survey regarding a proposed tax measure for the Lake Valley Fire Protection District and have had some questions. Below are the answers to some of the commonly asked questions regarding this survey. If you have other questions, please feel free to contract us at lachapelle@caltahoefire.net

1. Why is the amount of the survey higher then the amount listed on the survey of my friends and neighbors?

- The survey was sent to test a tax range that may be acceptable to homeowners within Lake Valley Fire's jurisdiction. Area on the survey provides space for your option on what you can or can't support as well as your comments or concerns.

2. On some survey's the proposed increase amount seems substantially higher then the survey of friends and neighbors.

- The variations in the proposed amounts are due to some homeowners owning multiple properties. The amount listed on these surveys includes the proposed tax amount for all properties, the tax is not per parcel. 

3. Question #9 of the survey states, any adjustment to the proposed tax does not exceed 4% per year. This is known as an escalator. 

- This question was included in the survey to determine whether or not property owners would support and escalator. It is option to be explored and any comments, questions or concerns can be stated in the space provided below on the survey. Again, the main intent of the survey is to find out what may be acceptable to property owners. 

4. Questions have been asked as to what the collected funds will be used for.

- Should the tax pass, the funds collected will be used strictly for the purchase/maintenance of apparatus, equipment and facility upkeep. An annual audit will take place to ensure appropriate spending of these funds through the benefit assessment model.  At no point in time will these funds be used for wage increases or benefits to district employees.

5.  CALFIRE fee?

- As of the 2017/2018 fiscal year, the CALFIRE SRA fee was abolished and is no longer collected. At no point in time did the CALFIRE SRA fee financially support Lake Valley Fire.

Golden Bear Mass Evacuation Drill

                         

Golden Bear Mass Evacuation Drill- Saturday May 18, 2019

The El Dorado County Sheriff’s Office of Emergency Services, Lake Valley Fire Protection District, CAL Fire, US Forest Service will be hosting a community evacuation drill on Saturday, May 18. The drill will take place from 8:00am to about 12:00pm.

On the day of the drill, residents of the Golden Bear Tract, who have registered their landline and/or cell phones with their respective regional notification systems (Code Red) will receive a reverse emergency alert call (reverse dial 9-1-1) informing citizens of the drill and at the same time, testing the system.

The “Golden Bear Evacuation Drill” will affect all of the Golden Bear Tract. Approximately 451 residents are asked to voluntarily evacuate to the “Snow Dump” parking lot located at Sierra Boulevard and Barbara Avenue in South Lake Tahoe, CA.

Traffic on Golden Bear Trail and Pioneer Trail may experience slight delays due to the drill. A traffic control point will be established at Golden Bear Trail and Pioneer Trail to aid with traffic flow. Again, this event may cause some traffic delays in the area. Visitors and residents of the area should expect these delays and may see an increase in public safety responders and emergency vehicles.

This is a great opportunity for the Public Safety agencies to collaborate and prepare for potential incidents. This drill will also exercise cooperative local agreements as well as an opportunity for residents to gain knowledge of how an evacuation is activated, operationalized, and communicated. We hope our residents will participate in the voluntary evacuation.

Firefighter 1/Paramedic or EMT-1

Lake Valley Fire Protection District is an “all risk” emergency services agency, primarily serving the residents of El Dorado County in the Lake Tahoe Basin area. Our jurisdiction extends north to include Emerald Bay on Hwy 89, west to Twin Bridges on Hwy 50, south to the intersection of Hwy 88 and Hwy 89 in Alpine County, and east to the Nevada State line not including the City of South Lake Tahoe.

Job Description: This is a full time position working as a Firefighter/Paramedic or EMT. This position is a one (1) year term employment agreement with two (2) possible extensions of one (1) year each at the discretion of the fire district for a total of three (3) years.   This is an “at-will” position and is not a position represented by the current Memorandum of Understanding with the Lake Valley Professional Firefighters Association.  The Fire District has a residency requirement which must be met within sixty days of the “start date”.

Wage and Benefits: Firefighter 1/Paramedics shall be paid $15.00 per hour and Firefighter 1/EMT’s shall be paid $13.00 per hour for regular hours worked during their training period.  Pursuant to the 7(k) exemption to the Fair Labor Standards Act, the parties agree that overtime pay at one and one half (1 ½) times the pay rate shall be paid after Firefighters have worked in excess of 112 hours in a fourteen (14) day period.

The District shall include Firefighters in the Fire District’s Workers Compensation program. The District will cover annual stipend for vision.

   

Firefighters who work at least an average of twenty (20) hours per week shall be entitled to retirement benefits in accordance with the minimum requirements of Public Employee Retirement System (PERS).   Firefighters who do not work in excess of 960 hours during the fiscal year shall be entitled to retirement in accordance with the minimum requirements of PERS.  Firefighters who are already members of PERS through prior employment with a governmental agency shall be entitled to PERS regardless of the number of hours worked.

Vacation, sick leave and compensated time accrual and usage are as outlined in the Lake Valley Fire Protection District Board of Directors Policies.

Minimum Qualifications: All proof of minimum qualifications must be turned in with application by the application closing date.

    • Minimum 18 years of age (birth certificate)
    • High School Diploma or GED equivalent
    • Valid CPAT Card (Candidate Physical Ability Test)
    • Current CPR Card
    • California State Firefighter 1 or Certificate of Completion from an accredited fire academy
    • Basic Wildland Firefighter (FFT2: I-100, L-180, S-190, S-130)
    • Valid California or Nevada Class “C” Driver License and associated printout of current DMV Record of Violations, and acceptable risk as determined by fire district’s insurance carrier.

Paramedic Qualifications:

  • Current: California Paramedic License, Nevada Paramedic Certification or National Registry Paramedic at time of appointment with no pending or open disciplinary actions, suspension or revocation, etc. by the application deadline

    • Must complete El Dorado County EMS Accreditation process within 60 days from “start date”

EMT Qualifications:

  • Current: EMT course completion certificate

  • Ability to obtain El Dorado County EMT certification

  • Ability to obtain Paramedic license within one (1) year of “start date”

  • Obtaining EMTP will be the employee’s financial and logistical responsibility

  • Must complete El Dorado County EMS Accreditation process within one (1) year of “start date”

Applications are available at the Fire Station #7 Business Office located at 2211 Keetak St., South Lake Tahoe or online at www.lakevalleyfire.org. Completed applications and proof of the above listed qualifications are due by January 31, 2019.  No applications will be accepted after the closing date.  Applications and proof of the above listed qualifications must be hand delivered to Administrative Assistant Kileigh Labrado at the Station #7 Business Office, 2211 Keetak Street, South Lake Tahoe, California, by 1700 Hrs.  All applicants meeting the “minimum qualifications” listed above will be notified by e-mail and given further details to participate in the testing process.

Testing Process:

Physical Ability Test

    • Current CPAT card required. No physical ability test will be conducted by the Lake Valley Fire Protection District.

Paramedic Manipulative Skills Exams

  • The manipulative exams will be scenario based tests on El Dorado County EMS Protocols, Policies and Procedures found at this website: www.edcgov.us/Government/EMS/Policies___Procedures.aspx

  • Applicants must pass the manipulative exams with a minimum score of 70% to advance.

  • Applicants must pass all of the Pass/Fail skills/scenarios testing stations to advance.

      

EMT Manipulative Skills Exams

  • The manipulative exams will be scenario-based tests on El Dorado County EMS Protocols, Policies and Procedures found at this website: www.edcgov.us/Government/EMS/Policies___Procedures.aspx

  • Applicants must pass the manipulative exams with a minimum score of 70% to advance.

  • Applicants must pass all of the Pass/Fail skills/scenarios testing stations to advance.

      Firefighter Manipulative Examination

  • The manipulative exam will be based on IFSTA Essentials 6th Edition.

  • Grading criteria will follow California State fire Marshal Capstone FF1 testing procedures.

  • Applicants must pass the manipulative exams with a minimum score of 70% to advance.

Oral Interview

    • The oral interview will be a series of questions relating to the knowledge, skills and abilities of the applicant to perform the duties of an Apprentice Firefighter/Paramedic.
    • Applicants must pass the oral interview with an overall average score of 70% to advance.

Hiring Process

After testing has been completed, applicants will receive written notice of eligibility/ineligibility from the fire district by mail. Eligible candidates will be placed on an “Eligibility List”.  The eligibility list will be valid for two years from the date the list is established.  When the Fire District needs to fill a Firefighter 1/Paramedic or EMT-1 position, the Fire Chief may select candidates from the eligibility list and conduct a Fire Chief’s Interview. 

Following the formal offer of employment by the Fire Chief, the applicant must pass a drug test, comprehensive medical exam, psychological exam, and criminal background check. After successfully completing this final screening process, the applicant will be presented with a Job Description/Employment Agreement/Compensation Package. 

The Fire Chief will determine the “start date”. Apprentices will receive training and orientation for the position prior to assignment.  Job related training will continue throughout your contract term.

Lake Valley Fire Protection District (LVFPD) is seeking proposals for Hazardous Fuels Reduction services on the City of South Lake Tahoe Property located at the South Lake Tahoe Airport. The project totals approximately 37.7 acres. Project operations include the cutting, removal, and/or rearrangement of fuels to meet the vegetation treatment specifications of the Cal Fire Forest Fire Prevention Exemption Pilot Project. There may be a need to conduct hand felling/thinning in certain areas where mechanical equipment access is not feasible or prohibited. To the extent possible, hazardous fuels designated for removal shall be hauled off-site or otherwise processed on site. Ownership of the harvested or chipped material will be vested in the successful contractor, and to the extent possible, must include delivery of all material processed at negotiated rates to a utilization facility. The successful contractor will be financially responsible for completing a Timber Tax Harvest Report and Timber Tax Return for any harvested timber throughout the project. LVFPD does not guarantee the amount of timber on the Project Area. Details of specifications and performance requirements can be found under Section B titled Vegetation Management Plan.

Changes Coming to Lake Valley Chipping Program

Lake Valley Fire is in the process of entering into a cooperative agreement with Tahoe Douglas Fire Protection District to provide grant funded chipping to the Lake Valley community. As part of this agreement, the Tahoe Douglas "Zephyr Crew" Wildland Firefighters will provide chipping and if needed can be detailed to wildland fire assignments in Lake Valley.

Another benefit is the assistance from Tahoe Douglas Fire Protection District's Forester John Pickett. Pickett is a California registed Forester and long time local of the community.   

Please be patient as we make this transition. Should you need assistance please call the chipping line at 530-577-CHIP (2447). This number will be monitored by Lake Valley's Prevention Officer,Teri Tucker. Should there be a delay in response please bare with us.      We  will get back to you ASAP. We hope to be up to full operations by the end June, at the latest.

Bidders interested in providing this service shall submit bids. The Bidder selected will provide a facility as described in the “scope of services” section and as detailed in the Project Plans.
